Does United publish Global Services requirements?
No. Global Services sits above the published Premier tiers and United decides who gets invited. There is no PQP or PQF number that guarantees an invitation. So be cautious with any source, TopTier included, that talks about a fixed requirement.

Which signals seem to matter most?
Flyer reports point to a few consistent themes. Paid spend on flights United operates seems to count for more than partner flying or credit-card PQP. Premium-cabin and long-haul international trips add a lot of revenue quickly. Consistency also seems to matter: members who were invited before, or who spend steadily every year, appear to have an easier time.
Flight count on its own seems to matter much less. Taking many cheap short flights doesn't look like the same thing as spending a lot on premium trips.
